You will probably need to take some sort of lessons as part of the required curriculum to receive recognition for having a minor in music at whatever college you're attending.
If you've never had any lessons or studied music, most of your classes at the college level will likely be quite difficult, as they require you to be able to read sheet music, pass piano proficiency, know scales and keys as well as several other music theory based things.
HOWEVER, that doesn't mean you won't be able to do it! It just might take some extra work on your part to catch up and learn all of the aspects and language of the technical side of music.
I'd begin by researching the college you plan to attend, and see what classes they require to receive a minor in music.

no it's not too late!! but if you have a really awesome voice you may not need voice lessons. voice lessons are just to help improve your voice and i think to some level mature it. but i dont think its an absolute thing that you need to do
