I definitely think she is the most awarded country singer... I have a ton of info on the subject, so here goes. And if you don't feel like reading it all, I don't blame you. My basic answer is right here: She is the most awarded and successful female country singer most definitely, and also may be the most awarded country singer at all. But, not the most awarded singer in general. Here's why:
She has 7 Grammies, 11 CMAS, and 8 ACM awards. She's been nominated for 44 Grammies, 44 CMAs, and 39 ACMs. Other major nominations has been for Oscars/ Academy Awards (2), Golden Globe Awards (5) and an Emmy (1). She is a member of the Country Music Hall of Fame, Nashville Songwriters Association International Hall of Fame, the American Songwriters Hall of Fame and Grand Ole Opry. The cool thing about her is that she's awarded for so many different ways, from her normal country music, to collaborations, bluegrass albums and awards, songwriter awards, acting awards, charity awards, amusement park awards, etc. She's even gotten the prestigious Kenedy Center Honors award. Her amusement park has won the Amusement Park of The ear award this year, and she even wins awards from people like AAP for her children's literacy project The Imagination Library. She also has a star on the Hollywood Walk of Fame.

As for other country girl singers, Reba has 7 CMA's compared to Dolly's 11, She has 15 ACM awards compared to Dolly's 8; 1 Golden Globe compared to Dolly's 5; 2 Grammys nowhere near Dolly's 7. Also, Loretta Lynn only has 4 Grammys, and 8 CMAs, and 8 ACM's, all less than Dolly. As for male country singers, George Strait has around 15 CMAs and a ton of ACMs, but still couldn't beat out Dolly because he has no Grammys, Songwriters Awards, Billboard Awards, or BMI awards.
Dolly's 4th with most Grammy nods of any performer on earth (behind only Quincy Jones, Georg Solti, and Chick Corea); Dolly would make it in 10th place when it comes to how many grammy wins from a female performer, with her 7. Behind people like Allison Krauss, Aretha Franklin, Beyoncé, Alicia Keys, etc. But none of those have CMAs since only 1 is somewhat country, and none have the amount of actors awards like Golden Globes and Emmys, with the exception of Beyonce. Dolly does not however have nominations in things like People's Choice awards, BET awards, or Teen Choice awards. Elvis, the King himself, doesn't have half the Grammy's she has, or any acting awards, or CMAs.
As for the real record, Michael Jackson is in the Guinness Book of World Records as having the most Awards of any singer; with 13 Grammy Awards, 26 American Music Awards, and 13 World Music Awards. Whitney Houston might beat Dolly with 22 AMAS, 30 Billboard awards, 2 Emmys, 6 Grammys, and 6 People's Choice Awards. While Dolly has more Grammys, more Golden Globe nods, more Academy Awards nods, countless Country music awards and Bluegrass awards and songwriting awards, Whitney has more of the things that count and about 415 widespread awards in tons of varieties.
So to break it down, Michael Jackson has the most awards of any genre.Then comes Whitney Houston. here may be a few other artists I can't think of who come before Dolly, but I would count her as coming next. Even real legends like Madonna, Elvis, Johnny Cash, or Aretha Franklin; don't have the amount of awards as Dolly.
So to answer your question, the only reason she would have so much competition, would be because she's all country and doesn't have as many awards to qualify for like someone young or pop-oriented. would (i.e MTV awards, VMAs, people's choice, etc etc). But yes I do believe Dolly is the most awarded and successful country music singer.; and definitely right up there among all female artists, but not quite number 1.
