it depends on how long you practise for and how dedicated you are, if you want to be an Opera singer you will need a teacher. I was shy too but you will get used to singing at performances and then you will really start to enjoy it. The industry hard but it with help you can make it. I don't see why it is too late as long as you would put in the hard work :)
Good luck.

If you're a good singer, then you should by all means go for it. I've been singing since I was 11 with a singing teacher, but only began taking grades when I was 16. Those first 5 years were just for fun so I didn't learn anything technical. However it only took me 2/3 years to get my grade 8. You don't have to do ALL the grades, I only took 5, 7 and 8 so please don't worry that it's too late! It won't take as long as you think it will.
An A level won't teach you how to become an opera singer or even focus on opera especially so I wouldn't take that route unless you want to learn music theory. You'll soon be considered a mature student for university so that IS an option (they take less qualifications to let you in if you're 'mature') but make sure you find a place that can specialise the course for your love of opera (quite a few will have opera modules, I just completed one at hull uni)
Firstly though, try a lesson and see what the teacher says about your potential before you decide anything :) good luck to you!
